PQA to develop emissions and allowance tracking system for The Regional Greenhouse Gas Initiative, Inc.
(March 17, 2008)

Today, The Regional Greenhouse Gas Initiative, Inc. announced in a press release that PQA is one of the firms selected to support the implementation of the first CO2 cap-and-trade program in the U.S. Specifically, PQA was selected to provide services related to the development and implementation of an emissions and allowance tracking system. The other firms selected will implement an emissions offset component, develop an accreditation process for independent verifiers of offset projects, and design and implement a regional allowance auction. The Regional Greenhouse Gas Initiative (RGGI) is an agreement among the Governors of ten Northeastern and Mid-Atlantic states to reduce greenhouse gas emissions from power plants. The first CO2 allowance auction in the nation for a mandatory emissions reduction program is expected to occur on September 10, 2008. To view the press release, visit http://www.rggi.org/press.htm.


New Zealand Registry Goes Live
(December 6, 2007)

The New Zealand Emission Unit Register (NZEUR), developed by PQA for the New Zealand Ministry of Economic Development, went live today as part of New Zealand 's commitment under the Kyoto Protocol. The NZEUR is a mechanism for issuing, holding, transferring and retiring Kyoto-related emission units, which are monitored by the United Nations Framework Convention on Climate Change. The Register is now operational for participants to open an account, and transactions may begin to take place with other Kyoto registries beginning January 1st, 2008. The NZEUR is based upon the Emissions and Allowance Tracking System (EATS), a generic emissions trading program software application sponsored by the U.S. Environmental Protection Agency and developed by PQA.


CDM Registry Goes Live
(November 14, 2007)

Today the Clean Development Mechanism (CDM) Registry, developed by PQA for the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat, started real time operation. As reported by the UN, emission credits earned by industrial countries through emissions reduction projects in developing countries will now be tradable as soon as relevant National Registries of industrial countries begin using the UN's International Transaction Log. The UN also reported today that 844 CDM projects have been registered to date and that 256 of these projects have already issued Certified Emissions Reduction units (CERs) into the CDM Registry. PQA developed the CDM Registry as a customization of the Emissions and Allowance Tracking System (EATS) under contract to the UNFCCC.


EPA Releases the Diesel Emissions Quantifier Version 2.0 on the EPA Website

Today, EPA released version 2.0 of the Diesel Emissions Quantifier (DEQ) on the EPA website. The DEQ, developed by PQA for EPA's Office of Transportation and Air Quality, is a web-based tool that enables users to estimate emissions from a fleet of diesel vehicles and/or equipment. The DEQ calculates emissions of five major pollutants for the full spectrum of highway and nonroad vehicles utilizing diesel emission control technologies. Anyone can access the tool, and SmartWay carrier partners can use the tool to develop data reports for submission to EPA. In addition to improved functionality, new DEQ features include the ability for users to create a login and save their data for up to three detailed analyses. PQA to Develop World Bank Carbon Asset Registry System (CARS)

Today, Perrin Quarles Associates, Inc. (PQA) was awarded a contract to develop and support the Carbon Asset Registry System (CARS) for the World Bank's Carbon Finance Unit (CFU) in Washington D.C.  CARS will assist the CFU and its various stakeholders in managing information about the carbon funds under their management, including but not limited to the flow of emission reductions or carbon assets.  CARS will provide data and transaction management functionality for the CFU and its fund participants.  The customized registry system for the CFU will be based upon the Emissions and Allowance Tracking System (EATS), a generic emissions trading program software application sponsored by the U.S. Environmental Protection Agency and developed by PQA. The initial contract term is for three years.


PQA to Develop Multi-State GHG Registry for The Climate Registry (TCR)
(September 13, 2007)

PQA was notified today that we have been selected to support The Climate Registry (TCR) in the development and launch of its voluntary GHG registry. The Climate Registry is a collaboration between states, provinces and tribes aimed at developing and managing a common greenhouse gas emissions reporting system that is capable of supporting various greenhouse gas emission reporting and reduction policies for its member states and tribes and reporting entities. The registry will be based on the Emissions and Allowance Tracking System (EATS) sponsored by EPA. The requirements gathering phase will begin in October with a Version 1 launch anticipated by March 31st, 2008.


PQA Wins Contract for a Business Case Analysis of the Air Facility System (AFS) for EPA Office of Enforcement and Compliance Assurance

Today, PQA won a contract with the EPA's Office of Enforcement and Compliance Assurance (OECA) to perform a business case analysis of the Air Facility System (AFS). This analysis is the next step toward developing a modernized, national air stationary source compliance and enforcement information system. PQA will provide decision-makers with information that allows them to identify and select the optimum solution to a compliance information requirement or issue, based on an understanding of the options and their relative costs, risks and benefits.


PQA Wins EPA Clean Air Markets Division Contract
(July 20, 2007)

PQA was notified today by the U.S. Environmental Protection Agency that it had successfully won for a fourth straight term a five year contract supporting the Clean Air Markets Division in EPA's Office of Atmospheric Programs. The contract "Support for Clean Air Markets and Related Environmental Programs" has a total potential value of over $35 million. PQA's support for this Division includes information system development and implementation; technical support for emissions monitoring programs; development of emissions trading program guidelines, outreach and implementation tools; assistance with regulation development tasks; and assistance with program performance evaluations and reports.


PQA Wins EPA Climate Change Division Contract
(July 19, 2007)

Today PQA was notified by the U.S. Environmental Protection Agency that it was awarded a contract to support EPA's Climate Change Division in the Office of Atmospheric Programs. The contract "Technical Outreach and Support Services for Domestic and Global Climate Initiatives and Global Climate Change Programs" has a total potential value of almost $32 million, over a five year period. The Scope of Work includes a wide range of services supporting EPA climate change initiatives, including building partnerships with other domestic and international organizations to identify and address climate change issues; supporting outreach initiatives in developing countries; developing information systems and tools to calculate and register greenhouse gas emissions and emissions reductions, including web-based systems; and providing scientific, engineering and economic analysis relating to climate change issues.


PQA Delivers Beta Version of the Emissions Collection and Monitoring Plan System (ECMPS)
(April 2, 2007)

Today, PQA supported CAMD's release of the Emissions Collection and Monitoring Plan System (ECMPS) to vendors and industry for beta testing. ECMPS is a critical component of the the initiative to reengineer the information systems supporting the U.S. EPA, Clean Air Markets Division's air emissions trading programs. ECMPS facilitates the management, evaluation, and submission of monitoring plans, quality assurance test results, and emissions data under Part 75 and related state emissions trading programs. The Beta version of ECMPS contains over 1000 complex data checks that validate regulatory compliance and data accuracy. Production release of ECMPS is scheduled for the first quarter, 2008.


PQA Awarded Contract for Design and Development of the Emissions Inventory System for EPA's Office of Air Quality Planning and Standards
(December 15, 2006)

PQA was awarded today a three-year contract to support EPA's "reinvention" of the national emissions inventory (NEI). The NEI is the national repository of air pollution data from all sources that emit criteria air pollutants (CAPs), and their precursors, and hazardous air pollutants (HAPs). PQA will be designing and developing the Emissions Inventory System (EIS), an information system designed to support a streamlined and automated NEI business process. This three year contract will focus on providing new tools to acquire, process, store and distribute NEI data. A primary objective is to accelerate the timeline for collecting, quality assuring and disseminating the inventory and to ensure that both the process and data are fully transparent to the public and key stakeholders. The EIS is expected to be used for the 2008 emissions inventory cycle.


PQA Receives Contract for Development of the U.S. Greenhouse Gas Inventory of Emissions and Sinks for EPA's Climate Change Division

PQA received today a contract to support the U.S. EPA, Climate Change Division in the design and development of an information system to support the U.S. Greenhouse Gas Inventory. This inventory is submitted annually by the United States to the United Nations Secretariat to fulfill the U.S. commitment under the United Nations Framework Convention on Climate Change (UNFCCC) to report estimates of annual GHG emissions and sinks occurring in the United States. The Climate Change Division leads an interagency effort to estimate emissions and compile the inventory each year. The initial phase of this work, to be completed in September 2007, is for the initial design of the information system.


PQA Delivers Version 1 of the New Zealand Emission Unit Register
(September 4, 2006)

Today PQA delivered to the New Zealand Ministry of Economic Development Version 1.0 of the New Zealand Emissions Unit Register (NZEUR). NZEUR 1.0 is the first version of the greenhouse gas trading registry that will enable New Zealand to meet their obligations under the Kyoto Protocol. The NZEUR will track the issuance and transfers of Kyoto emissions units to and from other Kyoto registries and will be fully compliant with the Data Exchange Standards for Registries under the Kyoto Protocol. Version 1 also contains functionality to help New Zealand manage GHG reduction and sequestration projects. NZEUR is built upon the core functionality of the Emissions and Allowance Tracking System (EATS) sponsored by the U.S. EPA.


PQA Wins Support Services Contract with EPA's Office of Transportation and Air Quality
(January 19, 2006)

PQA was notified today that EPA has awarded PQA a contract to provide support services to the Compliance and Innovative Strategies Division and other divisions within the Office of Transportation and Air Quality. The contract covers a wide range of program support activities, including (1) economic, environmental, technical, and other analytical projects, (2) compliance program studies, (3) data systems development and assistance, and (4) various communication and outreach efforts. The $8.1 million contract will run from January 2006 until the end of 2010, including all option periods. This contract will enable PQA to continue and expand upon its current support of OTAQ programs, such as ongoing projects to manage certification fees data and to evaluate the role of compliance programs in reducing mobile source emissions.
