Mr. Quarles is a principal consultant and business manager at PQA. He has over thirty years experience in the field of environmental regulation, with substantial experience in the evaluation, design and implementation of agency clean air regulatory programs and guidelines. Mr. Quarles began his career after law school as a member of EPA's Division of Stationary Source Enforcement, and subsequently held positions at the Natural Resources Defense Council and at The Research Group's Environmental Law Center. Since forming PQA in 1979, Mr. Quarles has participated as a principal consultant, investigator or manager in over seven hundred environmental projects and studies involving air pollution, water pollution, pesticides, oil spills, wetlands protection, hazardous waste, inspection targeting, government indemnification, historic preservation, environmental impact analysis, the development of regulatory management systems, and the development of program assessments and plans for both EPA and state environmental agencies.
