Peggy QuarlesExecutive Vice President.    B.A., Phi Beta Kappa, University of North Carolina, 1972 (Religion); University of Virginia School of Law (two years)

Ms. Quarles is a principal consultant at PQA and Manager of the Program Implementation Group. She has twenty-eight years of experience in the field of environmental regulation, serving first as a staff member at the Rachel Carson Trust for the Living Environment, then as a special assistant to the Director of the Pesticides Enforcement Division at EPA, later as a research assistant at The Research Group, and finally at PQA as a principal consultant and project manager. As manager of PQA's Program Implementation Group, Ms. Quarles is responsible for all PQA software development projects, including state projects, international projects and PQA projects supporting the implementation of market-based emissions reduction programs for conventional pollutants as well as greenhouse gases. For the U.S. EPA she has supervised all major software development initiatives, including the reengineering of major environmental information systems. These projects include data analysis; information system development, evaluation, documentation and technical support; website development; development of compliance tracking systems; development of reporting requirements; training; meeting support; and the development of outreach materials.
