Mr. Oxford is PQA's information systems manager, responsible for network administration and management of PQA's information technology staff. He also works as a database administrator, data analyst and senior programmer. He joined PQA in July 1994 with extensive experience prior to 1994 as a programmer supporting the Federal Emergency Management Agency. He specializes in the collection and analysis of large data sets. He is currently responsible for Oracle database administration for PQA application development and emission trading program data used by PQA staff for program assessment and related data analysis tasks. Mr. Oxford has provided technical support to EPA DBA's on the deployment and management of PQA developed databases and is frequently consulted by other PQA support specialists regarding user hardware and software issues raised in the context of application support.
