Mr. Menard joined PQA's Program Development Group in June 1998 and is currently a senior regulatory analyst. At PQA, his primary focus is on regulation development and implementation, where he specializes in identifying and analyzing stakeholder issues during rulemaking proceedings, supporting conferences and peer review activities, editing guidance and other technical documents and updating Web based information search tools. Prior to joining PQA, Mr. Menard served as an adjunct faculty member at the University of Richmond and as a legal researcher.
